What is the best format WMV or MPEG1 or MPEG4?

I like to download movie of a website, I have three options WMV download size: 291MB MPEG1 size: 409 MB MPEG4 Size: 261 MB what is the best video quality of the 3. and what is the best software to convert movies (mp4 H.264 HD 1080p). I try some software but: (its not clear HD video I'm looking for. if the tray of any software, please tel me the best make it clear that the film clear relay and the relay of high definition.
