We conducted performance tests on a handful of laptops and desktops using 32-bit and 64 bit Vista and Windows 7 shortly after this latest operating system was released. Although results varied between settings, some trends are highlighted. More Bars in the cell phone means better service

The signal bars on the cell phone screen indicates the strength of your cellular signal to the nearest tower. But if you are connected to a tower that many other people are connected to, you could have a signal strong and still have bad service, as calls from all over the world are competing for scarce network resources. Once your information arrives at the tower cell from your phone, you have to travel through the network back to your service provider (which connects the tower to the internet). And if the network provider is not up to snuff, could have a seamless connection to an empty cell tower, and yet still have poor speeds and dropped calls.

When we tested the 3G service in 2009, found that the signal bars were poor indicators of quality of service in 12 of the 13 cities where we've tested.
